A 23 kg suitcase weighs 23 ÷ 0.45359237 = 50.70632… pounds. The international avoirdupois pound is exactly 0.45359237 kg. If an airline allows 50 lb, 23 kg exceeds that limit; do not round down when checking it.
These ounces measure mass, not fluid volume. Litres to kilograms requires density: a litre of oil and a litre of water have different masses. Precious-metal troy ounces are not used here.
